“Discourse carries meanings about the nature of the institution from which it derives”: Here, “discourse” (I think it’s söylem in Turkish, but am not sure) seems to refer to different varieties of communication that exist in certain fields and the like; i.e. “the discourse of science”, “the discourse of history”, “the discourse of the labor union”, etc. So, the sentence says that, for example, “the discourse of the labor union”—how labor union members communicate in a context relevant to the labor union—tells you something about the institution of the labor union as a whole.

“[G]enre carries meaning about the conventional social occasions on which texts arise”: Here, as everywhere, “genre” refers to specific literary types: the realist novel, the lyric poem, the absurdist play, etc. So, the sentence seems to be saying that, for example, a lyric poem can indirectly give the audience information about the social norms and conventions that led to the poem’s being written as a poem (in general) and as a lyric poem (in particular).

However, despite these attempts at explanation, without a bit more context to the sentence, it’s difficult to be sure exactly what is being said.

Genre ise mesela bir yazı için bizim "haber yazısı, "istatistiki ifade", "peri masalı", "tıb lisanı" gibi ifadeleri kullandığımızda beirlediğimiz yazının türüdür. yazılar bulundukları durumun hususi zelliklerini içlerinde taşırlar.
