The first two are both /'ækses/; the third word doesn't exist in English, or at least not in the meaning it's given here (but if it did, it would probably be /ek'sest/).

And the second question is; I think, to distinguish these first two words from each other is really impossible from this sentence while talking.

Maybe it should be, but, with the intended meaning, it ain’t. “Excessive tries/attempts” might be the right phrase, though.

I don’t know that particular episode, but the two words “whether” and “weather” are indistinguishable in most dialects of English, but not in all dialects.
